Engagement of Non-State Actors in the COMESA Programme

Engagement of Civil society Organisations
      In April 2001 the Ministers made recommendations to the Authority based on studies undertaken and several decisions were made including the need for COMESA to involve the private sector and civil society in it’s Programme. In response COMESA now has in-place a Private Sector/ Civil Society Desk (PS-CSD) that was established in April 2004 at the Secretariat to ensure the operationalization of the decision. Rules and Criteria for accrediting these non-state actors were adopted during the 9th COMESA Summit in Kampala and the Programme is in the process of disseminating these rules. COMESA through the Secretary General has started to receive applications for accreditation from non-state actors. It is noteworthy that a wide range of stakeholders including government representatives, civil society representatives and private sector representatives developed the rules, and this has ensured ownership and support by all these key stakeholders. COMESA now has in-place a unique strategy, which when fully operational will link up the policy level with the civil society level and thus incorporate recommendations from civil society in the overall decision making process.
