COMESA Secretariat is implementing a new Human Resource (HR) and payroll system to replace the existing standalone applications. The new systems are now interfaced with the financial system.

The Secretariat obtained funding from the European Union for the implementation of the integrated information management system also known as ERP: Enterprise Resource Planning.

The goal of this project, that has been ongoing for the last six months, is to implement a robust and efficient integrated system conforming to international best practices.

Before the project, the COMESA Secretariat used to run separate financial, HR and payroll applications using different databases. And there was no automated flow of information between the three systems.

Some of the features the new platform offers include the Employee Self Service which means that employees will be able to apply for various services online. These services are Salary Advance and Loan applications, Medical/Education claims, Leave applications and Leave balance queries, Personal leave plans and Update personal information eg Education, Dependants, skills etc The employee self-service system will also enable staff to generate and print electronic pay slips at anytime.

Some of the benefits of the Interface with the Financial System are that there will be more efficiency, more automation thus time saving, enhanced IT systems, reliable accuracy, safety of employee records, better reporting, automated and reliable performance management information, improved service delivery to the Secretariat and less mistakes.

“We are planning to go live this month using the newly implemented systems, after we ensure that the trial runs have produced the same expected results from the existing legacy systems.”

“Our next steps will include full integration with Financial, Procurement, Stores, Projects Management, Compliance and many other features to achieve a full Enterprise Resource Planning System,” a statement from the Secretariat read.

In the course of April, the secretariat through the IT and HR divisions will conduct group training for staff to familiarize them with the new systems as most of the inputs shall be done by end users.
