The Common Market for Eastern and Southern Africa (COMESA) has received financing from the African Development Bank toward the cost for the implementation of the 50 Million African Women Speak Networking Platform Project. COMESA intends to apply part of the agreed amount for this grant to payments under the contract for the provision of Consultancy services for the Design and Development of Online Portal and Mobile Platform.
The services included under this project are to analyze the requirements, design, develop and implement an online portal including mobile platform using open source technologies for the 50 Million African Women Speak project. This will enable women to access business training, mentoring, financial services and relevant business information locally, while building their own networks of contacts, which is cost effective, user friendly and functional to support the platform, related statistical database, content development, and targeted services for women entrepreneurs/women in business.
The Portal is expected to be used by 50 Million Women in 36 countries in the Common Market for Eastern and Southern Africa (COMESA) East Africa Community (EAC) and Economic Community for West African Countries (ECOWAS), and in Africa as whole to access required information, networking, mentor one another, access financial data, and business services.
The consultancy firm will primarily be responsible for needs assessment study, design & development of the portal, installation, testing, preparation of online user manual, training and maintenance of the 50 Million African Women Speak Project’s online portal which will be hosted by COMESA Secretariat. The firm will work with the 50 Million African Women Speak Project staff and stakeholders to ensure implementation, efficient performance and delivery of the expected results.
The Common Market for Eastern and Southern Africa now invites eligible competent firms to express their interest in providing these services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint ventures to enhance their chances of qualification.
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” (dated May 2008, revised July 2012), which is available on the Bank’s website at http://www.afdb.org.
