Regional Meeting on the COMESA Social Charter

In 2010, the Twenty-Ninth Meeting of Council of Ministers held in Swaziland adopted a Concept Paper on the development of the COMESA Social Charter.

The concept paper outlined the rationale for COMESA to have a social charter, in the context of the existing regional and international humanitarian instruments and protocols.

While for COMESA, the development of the social charter is the Secretariat’s initiative to implement Article 143 of the COMESA Treaty.

The Treaty directs COMESA Member States to co-operate in social and cultural affairs. The same Article of the COMESA Treaty directs the COMESA Council to adopt a social charter, programmes and regulations, on the better implementation of the provisions.
