Regional project Technical Assistant (Full Time – Based in Cairo)

The VICMED project was approved as a Presidential Infrastructure Championing Under the vision “One Continent-One River- One people”, the “Establishment of a Navigation Line between Lake Victoria and the Mediterranean Sea (VICMED)” Project is championed by Egypt under the Presidential Infrastructure Championing Initiative (PICI) and coordinated By COMESA. The VICMED project comprises all Nile Basin countries.

The project’s Strategic Objectives are to connect footprint countries via a relatively low-cost natural transport route (navigational and/or multimodal) that is safe, secure and energy efficient, to provide opportunities for land-locked countries, to enhance trade and tourism, to reduce poverty and to develop socio-economic integration among Nile basin footprint countries.

The VICMED Project will represent the backbone of all regional future transportation projects including highways and railways. It will also act as a prototype and successful template for other suggested mega projects in the region. The Pre-Feasibility Study was developed in May 2015. The “Feasibility Study Phase 1” (FS-1) was funded by AfDB through a grant of 650 000 US$ in 2015 and finalized in 31 July 2019. This phase main deliverables were:

1- Institutional and Legal Framework for the project.
2- Training Needs Assessment for footprint countries.
3- TORs for the Feasibilty Study (Phase 2).

In addition to two regional capacity building programs in the field of Inland Water Transport, and four Regional Steering Committee Meetings coordinated by COMESA. The VICMED project has been approved as a Trans regional Project in PIDA PAP2 (AU Summit February 2021). The AfDB committed to partially finance the VICMED Project Feasibility Study (Phase 2). VICMED Project Operational Main Unit is currently recruiting a regional Technical Assistant (TA) to the Project Coordinator for the VICMED Project Feasibility Study (Phase 2).

Main Tasks and responsibilities

  • The TA will directly report to the VICMED Project Coordinator and will work in the VICMED Project Operational Main Unit based in Cairo.
    His/her key role is to assist the project coordinator following his/her directives and under his/her supervision to:
  • Implement the program, its planning, monitoring, supervision and reporting in terms of the provisions of the relevant legal Grant Agreements, Project Information Memorandum (PIM).
  • Co-ordinate all activities and information/feedback with Client, project states, and line ministries, including: (i) setting the standards and timetable for the preparation of annual work plans (AWPs), procurement plans, and budgets, their timely preparation and approvals, (ii) reviewing work programs; (iii) being responsible for the format and schedule of project reporting.
  • Help design and maintain a record-keeping system for all project documentation including correspondence with the Client, project states, COMESA and the African Development Bank.
  • Be responsible for all reports (monthly, quarterly etc.) produced by the team for the Client and the African Development Bank.
    • Carry out Monitoring and Evaluation for the project activities: Monitor the deliverables schedule, review and comment on technical reports provided by the consultant.
  • Monitor the achievement of key performance indicators and targets, as indicated in the results framework.
  • Prepare Project planning schedules, resources management and monthly, quarterly and annual project progress reports.
  • Coordinate with the financial team to manage the flow of funds and disbursements, reconciliations, financial reporting, etc.
  • Assess the impact of the projects and assist in their evaluation.
