The Common Market for Eastern and Southern Africa (COMESA) has applied for financing from the African Development Bank (the Bank) toward the cost of the Capacity Building Program for Infrastructure Statistics in Transition States and intends to apply part of the agreed amount for this grant to payments under the contract for the recruitment and retention of a firm to develop an Online information system for data compilation and sharing.

The objective of the Programme is “to improve the coverage of gender and infrastructure statistics in Transition States, mainly in the power and transport sectors”. It will support National Statistical Offices (NSOs) and infrastructure line ministries including ministries responsible for gender, and power and transport institutions by building capacity in gender responsive infrastructure data collection, validation, and dissemination. This project will deliver improved institutional, and human capacity for the generation of reliable and timely gender-responsive infrastructure statistics. It will also improve the Bank’s capacity in delivering on the High 5 “Power and Light up Africa” and “Integrate Africa”, and “Improve the quality of life of people of Africa”.

The programme implementation period is eighteen months while the duration of the consultancy contract is six months.  The Programme will be structured into the following components:

  1. Component 1: Capacity Building and Training;
  2. Component 2: Development of Standardized Tool for Data collection, validation, and management;
  3. Component 3: Knowledge Products generation; and
  4. Component 4: Project Management.

The overall services to be provided by the firm under this project is to design a data submission tool accompanied by the update of questionnaires related to data collection templates.

The summary specific objectives of the assignment include:

  1. designing of a new Africa Infrastructure Knowledge Program (AIKP) Statistics database;
  2. designing of the Infrastructure Statistics Online Data collection and management tools; and
  3. providing support training to AIKP staff and selected focal point on the questionnaires and related system developed.

The Common Market for Eastern and Southern Africa now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria is as follows;

  • The firm’s core business (Submit company profile)
  • Experience of the firm (Not less than 10 years)
  • Evidence of having undertaken similar assignments in the COMESA region or in Africa in the last ten (10) years. (Name, scope and cost of previous comparable similar assignments and client contact details -email, physical address, and details of the contact person.
  • Firms technical and Managerial capacity to manage the assignment.
  • Eligibility (Firm/s must not be debarred or sanctioned by the AfDB)

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Framework for Bank Group Funded Operations” dated 2015, which is available on the Bank’s website at: https://www.afdb.org/en/projects-and-operations/procurement/new-procurement-policy.

A Consulting firm will be selected under Quality and Cost Based Selection method.
